For shinigami and vaizards they can achieve bankai. All they need to do is ask someone to train them with their bankai.
The topic should have a minimum of 3 pages before attaining it. If it is lower than 3 pages it will not be approved.

Bankai is also for lieutenants upward. And maybe a 3rd seat, but the Admins and Mods will discuss whether or not they think you deserve it.
